LEGISLATORS LOOK TO LOWER IVA RATE

Lawmakers at the island House of Representatives on Thursday continued
fine-tuning the proposed Tax Reform with the goal of incorporating mea-
sures that would help reduce the value-added tax to a rate lower than
the original 16 percent. The STAR learned that lawmakers were evaluating
how much money a proposed tax on soft drinks would produce as well as
the proposed 6 percent tax on megastores’ transfer pricing. “We are eva-
luating to see if the [value-added] tax can be reduced as much as possi-
ble,” one lawmaker said. The House is evaluating reducing the proposed
value-added tax (IVA by its Spanish acronym) to between 12 percent and
14 percent and creating a reduced sales and use tax for businessto-busi-
ness transactions.


PR BIRTH CERTIFICATES SOLD TO IMMIGRANTS

Over the last 12 months, half a dozen cases have popped up in Miami federal
court involving defendants who have illegally procured Puerto Rican birth
certificates to obtain passports or driver licenses. A State Department
spokeswoman said she was going to look into the matter, but ultimately did
not respond to an email query from el Nuevo Herald. A spokesman for the
Commonwealth of Puerto Rico Federal Affairs Administration also did not
respond to an email query from el Nuevo Herald. When the Puerto Rican birth
certificate law was enacted in December 2013, officials in San Juan said it
was a tool to combat widespread identity theft on the island.


POWERBALL JACKPOT SOLD IN PUERTO RICO

Saturday’s winning Powerball numbers were on a ticket sold in Puerto Rico.
It was bought in Sabana Grande’s Rodríguez Supermarket, and the holder
will be entitled to the $50 million jackpot, meaning he or she can collect
the winnings in a lump sum of $26.8 million after taxes or 30 annual pay-
ments starting Monday. The Powerball winning numbers were 13-22-23-29 -31;
the red Power number, 17; and the Power Play number, 3.


TAUBMAN INCREASES MALL OF SJ OWNERSHIP

Taubman Centers Inc. announced the acquisition of an additional 15 percent
interest in The Mall of San Juan, pushing its ownership in the recently
opened center to 95 percent. The additional interest was acquired at cost,
while New Century Development Inc. will retain the remaining 5 percent
interest in the project, the company said.


PR NEW LUNG CANCER LOWER THAN US



Puerto Rico has the lowest incidence rate of new lung cancer compared 
with all other races and ethnic groups in the United States, according 
to a study published last week in the Centers for Disease Control and 
Prevention’s Morbidity and Mortality Weekly Report.  The report also 
shows that Puerto Rico has a lower incidence rate of female breast 
cancer compared with U.S. non-Hispanic white and black women.

WINNING POWERBALL TICKET SOLD IN PR














One winning ticket for last night's $564 million Powerball drawing
was sold in Puerto Rico, while two other winning tickets were sold
in Texas and North Carolina. Puerto Rico only joined the Powerball
lottery last October, and this is the first time the island has sold a
winning ticket.

The unidentified winner is from Ponce's Cotto Laurel neighborhood,
and is expected to receive $188 million. The  ticket was sold at a Shell
gas station.


PARENTS OF OBESE CHILDREN MAY BE FINED

Lawmakers in Puerto Rico are debating a controversial bill that 
would fine parents of obese children up to $800 if they don't make 
efforts to improve their child's health.

"That child is a health issue and can become an economic burden 
because he/she could develop heart disease, diabetes and other 
illnesses," Senator Jose Luis Dalmau said to El Nuevo Día, Puerto 
Rico's largest newspaper.

If the bill is approved, public school teachers would flag potential 
obesity cases and report them to social workers and counselors. The 
Health Department would then get involved and work with parents 
to determine if the child's obesity is due to poor eating habits or 
other health problems.


PR MURDER SUSPECT CAUGHT IN MASS.



The suspect in a 2006 double slaying in Puerto Rico has been 
captured in Massachusetts. Police say 36-year-old Luis Carras-
quillo-Lizardi was arrested  Wednesday in New Bedford in a 
third-floor apartment where he had been living under an alias.

He was arraigned on a fugitive from justice charge later Wed-
nesday in New Bedford District Court and held without bail.


SOME DRUGS IN SHORT SUPPLY IN ISLAND



Hospital patients in Puerto Rico should be aware that there is a 
shortage of critical drugs that are used to treat them during a  
medical emergency. Island hospitals are only getting 40 percent of 
the drugs needed because of lower production by U.S. manufacturers,
which are limiting purchases. New Progressive Party Rep. Gabriel 
Rodríguez Aguiló urged Health Secretary Ana Ríus to obtain a waiver
from the U.S. Food and Drug Administration (FDA) so island hospitals 
can buy the critical drugs from manufacturers that are not from U.S. 
jurisdictions.

PR AIDS DEATH RATE HIGHEST IN THE WORLD

















The Puerto Rican government is working in a 10-year plan to improve
public health, to try to stop the problems faced by the population, 
which is ranked in the first places of AIDS and diabetes mortality.
Puerto Rican Public Health Minister Ana Rius reported Tuesday they 
had to establish a long term plan to face public health problems.
Rius said a study by the Public Health Ministry determined that 
Puerto Rico is placed among the first countries in the world 
affected by AIDS and diabetes.

A report covering the period 2004-2013 showed that despite the 
progress obtained in infant mortality and life expectancy rates, 
in which it excels nations such as the US and China, Puerto Rico 
takes the first place in the world regarding the amount of people 
dead from AIDS (9 for every 100,000 inhabitants), over nations 
like the US, Mexico, Sweden and Spain.


FIRST POWERBALL MILLIONAIRE IN PR


El Nuevo Dia reports that for the first time ever, a 
resident of Puerto Rico has won over a million dollars
in the recently joined Powerball multi-state lottery
game. The unidentified winner bought his or her ticket
at Super Colmado Rafael in Villa Carolina, Carolina, and
had netted a prize of $2 million from the November 22
drawing. The winning numbers were: 23, 49, 53, 54 and 57.


US FINES PR OVER POWER PLANT EXPLOSION



A U.S. federal agency has fined Puerto Rico's public power 
company $359,000 following a July plant explosion that 
killed two workers and seriously injured two others. The 
Occupational Safety and Health Administration issued a total 
of 50 citations.


PR BONDS FALL AFTER INVESTOR MEETING

Prices on Puerto Rico bonds fell to a record low after a meeting 
between investors and officials of the commonwealth’s power 
utility, which may restructure $8.6 billion of debt in coming 
months.


LEGEND SURF CLASSIC PUERTO RICO: JANUARY 16
