Puerto Rico News Digest For November 18, 2014

GUAYNABO FAMILY MASSACRE

According to El Nuevo Dia, 66-year-old retired soldier Miguel Ortiz
Díaz, his wife, and another woman were found shot  to death early
this morning in a home in the Los Frailes  neighborhood of Guaynabo.
Meanwhile, Police found the body of the family's 15-year-old son
in a field in the Guaraguao area of Bayamon. The family's 13-year-
old son, who was wounded but survived, is under Police protection.
He was reportedly thrown off a bridge near where the 15-year-old
was found, but was able to get up and alert police. One person has
been detained and is being  held for questioning.  The killings may
have resulted from a dispute involving a property Ortiz Díaz was
renting to a man who he was trying to evict for non-payment of rent.

GOVERNOR TRIES TO SELL OIL TAX HIKE

Gov. Alejandro García Padilla anticipated late last week  that he
will be convoking a special session following the  end of the regular
legislative session this week after both the lower and upper chambers
failed to pass crude oil tax hike legislation and in its place approved
alternate bills that were unable to exit the Capitol before Thursday’s
midnight deadline.

CHARGES DROPPED AGAINST DON OMAR

Don Omar is a free man now that domestic violence charges against
him have been dropped. The singer was arrested in mid-September
after his ex-girlfriend reported him for domestic abuse. He was
charged with two counts of threatening a person and two counts
of weapons violation.

SAKS FIFTH AVENUE LOOKS FOR PR WORKERS

POLICE SEARCH FOR MISSING AIBONITO WOMAN

Police are investigating the disappearance of 36 year

old Aibonito resident Jacqueline Meléndez Díaz, who has

been missing for five days, according to El Nuevo Dia.

Díaz is the mother of two boys who did not live with

her, and was about to move to Pennsylvania to start a 

new life with her partner, Israel Martínez Rosario. 

The woman disappeared from her house on Thursday, and

police have stated that there were no signs of  forced

entry into the house. A friend and neighbor said that

Díaz was excited to leave for the continent, and had 

recently received some severance money from a job she

had just left. 

EPIDEMIOLOGIST WEIGHS IN ON VA EBOLA PLAN

Brenda Rivera García, the commonwealth of Puerto Rico's

epidemiologist, assured the public on Sunday that the

island's Veteran's Hospital will not become an ebola

treatment center for U.S. soldiers who become infected 

with the virus, since treatment at U.S. military facilities

in Germany would make more sense. Noticel reported this

past Friday that the VA Hospital was setting up three

isolation areas for ebola patients, which aroused 

suspicions that some of the 3,000 American troops that 

are being sent to West Africa to combat ebola could be 

brought in for treatement there.  

BAHIA URBANA TO CLOSE 2014 WITH EVENTS

were 981,000 people employed on the island in September, 

35,000 fewer workers than registered in the same month 

a year ago and 7,000 fewer than in August..."

FEDS TO PROVIDE $7 MILLION FOR JOBS

The United States Department of Labor has announced a grant

of  $7 million to the group "Puerto Rico Tecnoeconomic Corridor"

to fund job training for the long-term unemployed, as reported

today by El Nuevo Dia. The funds -- which are meant to serve

people who have been out of work for longer than 26 weeks 

in towns in the west of Puerto Rico -- are part of a larger

grant of $169.7 million which is being split between twenty

states and the island. 

JUSTICE WIDENS COLOMBIA DEATH PROBE

The Puerto Rico Department of Justice has announced that it

is widening its investigation into the death of Nancy Santana 

García, a local woman who died in Colombia during a botched

cosmetic surgical procedure. The Department is encouraging anyone

who has been treated by an unlicensed medical professional or

someone pretending to be a doctor to come forward with information.

MAN FOUND MURDERED IN CAGUAS

An unidentified man, 20-25 years of age, was found shot to death

on Road PR-796, in the Guasábara section of Caguas, Primera Hora

has reported. Several gunshot wounds were found on the victim, who

was the third person to be murdered in Puerto Rico on Tuesday. The

man's death brings the number of murders on the island for this

year to 525. The figure is 182 less than the number registered this

time last year.

EDP PUMPS $32.2 MILLION  INTO ECONOMY

The Economic Development Bank for Puerto Rico disclosed 

Tuesday that during the first quarter of Fiscal 2015, it has approved 

more than $32.2 million in 68 loans to businesses looking to expand 

or establish themselves on the island.

More than $8 million of that amount was approved last month, 

agency President Joey Cancel-Planas said.

In September, the agency granted $2.6 million new loans and 

$5.9 million in credit lines to 19 applicants, representing  the

creation of 87 direct and 183 indirect jobs, and the retention of 

another 62, the agency noted.

Hormigueros Catholic Priest Under Investigation

El Nuevo Dia has reported that Catholic priest Floyd McCoy, of the Santuario 

de la Monserrate in the town of Hormigueros, is under investigation for improper

conduct with a minor  by the island's Justice Department and the Puerto Rico 

Police. The priest has been suspended from his labors by the Diocese of Mayaguez, 

as was revealed in a letter circulated among clergy on September 22nd. The

Diocese of Arecibo has recently suspended six priests under similar circumstances.

Feds Bust Three For Tax Fraud

Radio Isla 1320 and El Vocero are reporting that agents with the federal 

Internal Revenue Service have arrested three people in Puerto Rico and one 

in Louisiana as the result of investigations into federal tax fraud. This follows 

seven arrests in Puerto Rico and one in Florida this past Friday over similar 

offenses. The arrested individuals are accused of filing phony tax returns 

and claiming refunds that they were not entitled to.

Traffic Cameras Debut Amid Controversy

The new traffic camera system goes online in Puerto Rico on Wednesday,

amid controversy over the awarding of the contract for the cameras, as

well as the lack of competitive bids for it. The Chamber of Representatives

will hold a public hearing to discuss the issue on Thursday.

Puerto Rico Economy Slowest Since 1994

Puerto Rico's economic activity has slumped to its lowest level 

in two decades, according to an index released by the commonwealth's 

Government Development Bank (GDB) on Monday.

The bank's economic activity index fell 1.1 percent in August year-

over-year, putting the headline index at the lowest level since 1994...

Pierluisi Confident That He Will Get NPP Nod

Resident Commissioner and New Progressive Party President Pedro

Pierluisi told El Vocero that he is confident of winning his party's 

nomination for the governorship in 2016. Pierluisi said that he "got

more votes" as Resident Commissioner in 2012 than Governor 

Alejandro Garcia Padilla did, and more votes than the statehood option

received in the latest status plebiscite. He also stated that he will not be

attending  the statehood assembly announced by Ricky Rosselló for

October 5th, as he feels the date and the assembly itself are not

appropriate.

Police Carry Out Drug Busts In South

El Nuevo Dia reports that Puerto Rico Police have carried out an

operation in the island's south Friday morning involving several arrest 

and search warrants related to drug crimes. José Juan García, director

of the Police Department's Drug Enforcement Division, said three people

have been arrested so far, and $30,000 worth of cash, weapons and 

drugs have been seized. This follows a similar operation carried out

earlier in the week in Caguas.

Puerto Rico Looking To Join Powerball Lottery

The Puerto Rico government looks poised to announce that the U.S. 

territory is adding the multi-state, multi-million dollar Powerball 

jackpot to it is electronic lottery options. Treasury Secretary Melba 

Acosta is slated to hold a press conference at agency headquarters 

on Friday to detail a new lottery product.

Powerball is already played in 43 states, Washington, D.C., and the 

U.S. Virgin Islands...Jackpots regularly reach into the hundreds of 

millions of dollars. The odds of matching all six Powerball numbers 

are 1 in about 175 million, according to statistics from the Multi-

State Lottery Association in Iowa.

Payroll Jobs See Gains, But So Does Unemployment Rate

Puerto Rico’s unemployment rate rose while payroll jobs posted an overall 
gain in August, the U.S. Labor Department’s Bureau of Labor Statistics 
reported Friday. The jobless rate climbed to 13.5 percent in August, up from 
13.1 percent in July.  It was at 14.2 percent in August 2013.

The BLS report said the number of people on non-farm payrolls increased 
on a year-over-year basis, rising to 924,100 in August from 919,900 during 
the same month in  2013. The jobs number rose from 912,400 in July.
