CONGRESS COULD MAKE PROGRESS ON ZIKA

"A long impasse that has delayed money to combat Zika for months neared an
end Thursday as congressional aides said Republicans would relent and let Pla-
nned Parenthood affiliated clinics share in new funding to fi ght the virus. The
potential deal would ease the way for Congress to quit work until after the Nov.
8 election. Democrats welcomed the move, which would address their chief
complaint to a GOP plan intended to fight the virus..."

PR WAR VETERANS VISIT SOUTH KOREA

" South Korea has invited Puerto Rican soldiers who fought during the Korean
War (1950-53) to visit the country 66 years after hostilities ended, military offi-
cials said Monday. Sixteen Puerto Rican war veterans are scheduled to make a
six-day trip to South Korea from Tuesday to Sunday as part of the 131 veterans
and their families from the United States and Puerto Rico. This marks the first
time that the veterans from the Caribbean island will be visiting the country, the
Ministry of Patriots & Veterans Affairs said. While here, they will visit the truce
village of Panmunjom, the Joint Security Area (JSA), the Seoul National Ceme-
tery and historic palaces, the ministry said in a statement..."

LUGARO ENCOURAGES VOTER REGISTRATION ON FB

"n a Facebook video that she appeared to have recorded in her residence, indep-
endent gubernatorial candidate Alexandra Lúgaro urged people to register to vote
before the deadline Monday, Sept. 19. In her Sunday evening video, Lúgaro em-
phasizes the importance of voting with, among other examples, speaking about
the massive electoral campaigns that focus on voting as a priority in some coun-
tries...In her message, which she also recorded in sign language, Lúgaro urged
voters to record a video or post anything, “even art,” that expresses the importa-
nce of voting, adding she would share these and that some 300,000 people would
be seeing them..."

MESON SANDWICHES TO EXPAND IN CENTRAL FL

"Mesón Sandwiches, a Puerto Rico-based fast casual restaurant that marries
the flavors of the Caribbean with an American staple, will open this week its
third Central Florida location at the Premium Outlets Vineland in Orlando. Two
other Mesón restaurants are scheduled to open next year in Lee Vista Promenade
and the Gardens on Millennia, also in the Metro Orlando area, for a total of five
locations by the fall of 2017..."

CYCLIST KILLED IN LOIZA CAR ACCIDENT

As reported this morning by El Nuevo Dia, 30-year-old cyclist José Mar-
cel Rodríguez Rivera died this morning after being run over by a drunk
driver on PR-187 in Loíza. The woman, identified as 40-year-old Vane-
ssa Pizarro Marrero, hit the man and five other cyclists. The five were
injured and taken to Centro Médico, with  three of them in critical condi-
tion. The accident happened at around 7:10 AM today, and the driver was
shown to have alcohol in her bloodstream after a sobriety test.

GOVERNOR CALLS SPECIAL SESSION FOR PREPA BILL

While lawmakers ended Tuesday, Nov. 17, the legislative session, they will
reconvene sooner than expected as Gov. Alejandro García Padilla will call
a special session by the first week of December, allowing the Legislature to
consider before year’s end a bill that would give way to the restructuring of
the Puerto Rico Electric Power Authority (Prepa)...Under the restructuring
agreement, lawmakers are called to pass “an acceptable form” of the measu-
re by Friday, Nov.  20, in order for the accord to continue to run its course..."

PROPOSAL WOULD GIVE FOREIGNERS VOTE RIGHT

"Gov. Alejandro García Padilla on Tuesday submitted to the Legislature
an administration bill that would extend voting rights to foreigners domi-
ciled in Puerto Rico and another that would prevent government officials
from interfering with decisions made in public corporations. It was not
clear whether the bills will be included  in a proposed special session or
will have to wait until the January session..."

CALLE 13 SINGER WINS NOBEL AWARD

"One of Puerto Rico's most well known rappers was awarded the Nobel
Peace Summit Award Sunday for his support of a range of social issues.
Calle 13 frontperson Rene Perez, also known by his stage name Residen-
te, was honored with the award at the 15th World Summit of Nobel Peace
Laureates in Barcelona, Spain. The award recognizes cultural and enter-
tainment figures who have contributed to human rights and social justice.
Previous winners of the award include Sean Penn and Bob Geldof..."

PLANE RECOVERED FROM CONDADO LAGOON

As reported by Noticel, a Piper PA-23 aircraft that crashed into
Condado Lagoon in San Juan on Monday afternoon has been re-
covered.   Pilot Rafael Pesquera, age 49, and co-pilot Ramón
Garida, also 49, were not seriously injured. Authorities dragged
the fallen aircraft to the shore of the lagoon yesterday, and it will
be taken to Isla Grande airport once fuel and the wings are remo-
ved. The exact cause of the accident is unknown, but apparently
the plane's engines stopped functioning not long after takeoff
from Isla Grande.

SOME INMATES TO LOSE VOTING RIGHTS

As reported today by El Vocero, the Chamber of Representatives
passed a bill last night that would strip prison inmates convicted
of major offenses of the right to vote in Puerto Rican elections.
Representative Carlos Vargas was behind the measure, and was
ableto get the votes to pass it as part of a deal in which he would
vote for the proposed oil tax increase, or "crudita". It is unknown
whether Governor Alejandro Garcia Padilla will sign the bill.

LOWERING IVA ON SOME ITEMS CONSIDERED

After meeting for several hours with House leaders, Gov. Alejandro
García Padilla is now accepting the idea of amending Tax Reform to
possibly introduce reduced rates of the value-added tax to certain
products and services and obtain needed votes in the House to pass
the bill. House Speaker Jaime Perelló and Majority Leader Charlie
Hernández met with the governor hours before he was slated to go
to the airwaves in support of his tax reform.

PR JOINS DIET SUPPLEMENT PROBE

Dietary supplements are facing more scrutiny from U.S. regulators
as two states and Puerto Rico joined New York in a probe of the
$33 billion industry after testing showed some products didn't
appear to contain key ingredients advertised. Attorneys general in
Connecticut and Indiana and the Puerto Rico Department of Consumer
Affairs will investigate industry business practices and whether
claims of authenticity and purity are valid, Attorney General Eric
Schneiderman said Tuesday in a statement.

CLARO EXTENDS BROADBAND IN YAUCO

Telecommunications company Claro announced Monday it has extended
broadband services to eight sectors in the town of Yauco, where a
combined 965 families will have access to the benefits associated
with high-speed Internet. The sectors of Algarrobo, Caimito,
Collores, Rancheras, Cotuy, Diego Hernández, Aguas Blancas, Naranjo
and Carrizales in Yauco join the initiative being bankrolled by the
Federal Communications Commission to boost rich broadband across
regions.

WOMAN KILLED IN HIT AND RUN INCIDENT

A 53 year old woman died last night after having been
struck by a vehicle while crossing Road 5 near the
Virgilio Dávila public housing project in Bayamón. The
victim was hit around 10:00 PM Sunday night by an
unidentified car, the driver of which fled the scene.
Police are asking for the public's help in identifying
the car and driver, and are encouraged to contact the
Bayamón police department's homicide division with any
relevant information.

ALEX CEJKA WINS PUERTO RICO OPEN

Alex Cejka won the Puerto Rico Open on Sunday for his first
PGA Tour title, making a 15-foot birdie putt on the first
hole of a five-man playoff. The 44-year-old Czech-born
German won in his 287th start on  the PGA Tour. A four-time
European Tour winner, he birdied four of the first six holes
and finished with a 3-under 69 in rainy, windy conditions at
Trump International-Puerto Rico.

"I'm speechless," Cejka said. "I'm glad it's over. It's been
a grinding week, tough week. The first victory is always the
toughest. ... These guys are good. I mean this is the slogan.
At least I can say I played the PGA Tour for a long time and
I won. So that's a good sentence I can use when I retire."

PR FLU CASES CONTINUE TO RISE

Health Secretary Ana Ríus reported Thursday that influenza
cases in Puerto Rico are on the rise. For the week of Feb.
21 to Feb. 28, some 256 cases of infl uenza were reported,
for a cumulative total of 6,556 cases in the year. Ríus  de-
clared an influenza epidemic in early February.

FIVE MURDERS OVER THE WEEKEND

El Nuevo Dia reports that five murders were reported in Puerto Rico
between Friday night and Sunday morning, increasing the murder rate
so far in 2015 to 37, 10 less than at this time last year. Two of the
victims were killed in a double homicide in Santurce on Sunday
morning,  while another man was shot to death in Ponce on Saturday
night. A man was killed in Humacao and another man was shot to
death in Loiza on Friday night.

ATTORNEY SUES FOR RIGHT TO US VOTE

Attorney Gregorio Igartúa is pressing on with a constitutional
rights lawsuit that seeks to obtain for Puerto Ricans the right
to vote in Congressional elections as he opposed a U.S. Justice
Department motion to dismiss the case, contending that settled
law, international treaties and voting rights require the courts
to deal with his request. Igartúa, who in the past fi led lawsuits
seeking the presidential vote, wants the courts to follow the law
and appoint a three-judge panel to decide the controversy as sti-
pulated in the law, noting that the courts have the obligation to
deal with the request because it involves fundamental rights,
instead of allowing the matter to be decided by the political
process as the U.S. government wants.

ARECIBO OBSERVATORY TO STUDY ASTEROID

Puerto Rico's Arecibo Observatory, home to one of the world's largest
radio telescopes, will try to obtain information on asteroid 2004 BL86
this week, the Caribbean Astronomical Society said. The asteroid is
expected to pass relatively close to the Earth on Monday.

Asteroid 2004 BL86, which has a diameter of nearly 700 meters (2,295
feet), will be about 1.2 million kilometers (745,647 miles) from the
Earth on Monday, with the best viewing time around noon (1620 GMT)
in Puerto Rico.

OLIVE GARDEN TO OPEN 3RD PR LOCATION

Restaurants Operators Inc., owners of the Olive Garden franchise in
Puerto Rico, announced Wednesday the start of construction of its
third restaurant, representing a $3 million investment in the
northern town of Barceloneta.

The eatery will have more than 8,000 square-feet of space — enough
for 250 guests — and will generate more than 300 direct and indirect
jobs during its development, construction and operational phases.

PR SCORES WINS AT WORLD SERIES OF BOXING

Although the pedigree of Puerto Rican boxing is highly distinguished,
few boxing insiders were tipping the Puerto Rico Hurricanes much
success  in their debut World Series of Boxing season, but the new
Franchise remain undefeated after an away win against Argentina
Condors.

Their 3-2 victory in Buenos Aires comes after another win of the same
scoreline against Rafako Hussars Poland, while Argentina Condors are
still yet to taste victory in Group B.

Flyweight (52 kg) Jeyvier Cintrón Ocasio is one of Puerto Rico's most
promising boxing talents, and he won his WSB debut on all three score-
cards against Argentina's Cristian Alan Choque Chambi. The Hurricanes
roared in match number two, where Lightweight (60 kg)  Jose Rosario
won an even wider points victory over Brian Ivan Nunez.
