WHITE HOUSE SAYS TAX BILL WON'T HURT PR

"Sweeping tax code changes aimed at keeping U.S. companies from shifting profits offshore to avoid taxes will not affect the battered economy of Puerto Rico, a senior White House official said on Wednesday. Puerto Rico Governor Ricardo Rosselló has said the provisions in a new tax bill passed by Congress could prompt drug and medical device manufacturers to leave the island territory, which is considered a foreign jurisdiction for tax purposes..."

Puerto Rico Statehood In The Age of Trump

Commentary

Rosa Bravo

Originally published March 8, 2017

The cause of Puerto Rican statehood, already battered by the island's enormous economic crisis, has run into a new obstacle: the election of Donald Trump as President. While the President cannot change Puerto Rico's status on his own,his election -- and the tenor of the political discourse under which he was elected -- has made the Republican-majority Congress more implicitly hostile to Puerto Rico's statehood prospects. I believe Trump's rhetoric and actions have set the tone that Congress will follow for at least the  next four years.

It is not a secret that President Trump is a xenophobe who has little regard for Hispanics.That alone would prejudice him against supporting the admission of three-plus million Spanish speakers into the Union. But besides that, his goal of restoring America's economic might would steer him away from incorporating a territory with tens of billions of dollars in crippling debt that, in his view and of those like him, would contribute little to the federal treasury. But the biggest issue here may be Trump's almost total ignorance regarding Puerto Rico, its history and its issues. The President is a man famous for not reading and for losing his patience quickly. It is almost certain he has never taken an interest in the island, other than whatever he needed to know to build his now  defunct Rio Grande golf club. In his simple mind, Puerto Ricans are probably just welfare queens to be shoved aside; after all, they're not "real Americans". I think that Trump's election put PR ever closer to the unilateral granting of independence for the island, despite that option finding next to no support among Puerto Ricans. He can't do it himself, but he can certainly goad his Republican acolytes in Congress to do so.

The current government of Puerto Rico would do well do ask for very little from thecurrent federal government. And it should certainly not even bring up the issue of Puerto Rico's status or ask for Puerto Rican statehood. Because if they do, the answer from the USA may very well be: "No. But thanks for reminding us that you're still hanging around. Goodbye, you're free to go". This is why I think a status referendum in Puerto Rico right now is a ridiculous idea. As a supporter of statehood, I fear that no good would come from poking that hornet's nest. The best thing to do would be to keep our heads down, try to get our financial house in some kind of order and just wait out the Trump storm. A better climate will come.

Puerto Rico News Digest For April 1, 2017

REGGAETON TAX PROPOSED TO PAY DEBT

The head of Puerto Rico's internal revenue agency ("Hacienda"), Raúl Maldonado Gautier, proposed today the imposition of a tax on all reggaetón music purchases and public performances as a way to help the island's government boost its coffers in light of the billions of dollars in debt it faces. "Reggaetón is so prevalent in Puerto Rican society, and it generates so many millions of dollars, that I think taxing it as we do any other economic resource makes a lot of sense", said Gautier. "We estimate that we can cover at least a quarter of our approximately $70 billion in debt just by charging a small tax on every twerk performed in a typical reggaetón video." Fans of the genre, a combination of reggae, rap and latin rhythms, balked at the suggestion of the tax, and were considering staging a protest march in San Juan featuring souped-up Japanese cars, women dancing in thongs and a parade float featuring a giant blunt.

TRUMP PROPOSES BUILDING WALL AROUND PR

US President Donald Trump made a controversial proposal during a recent interview on Fox News: building a wall around Puerto Rico. "Puerto Rico has huge debt, and people keep leaving there and coming into America. We need to stop that. We'll build a huge wall, a magnificent wall, around that island. Then they'll have to stay there and figure out their problems", said the President. When asked how he would pay for the wall, Trump responded, "I'm thinking a tax on tacos. That's what they eat down there, right? Or cigars. A tax on cigars". Trump was then distracted by a fly that was buzzing around the studio and promptly forgot all about the idea.

GOVERNOR ROSSELLO REVEALED TO BE A ROBOT

During a recent press conference at La Fortaleza, Governor Ricardo Rosselló was revealed to really be a sophisticated robot after the metallic faceplate containing his face fell off while answering a reporter's question. The absence of the plate revealed  several circuits and electronic parts inside the Governor's head, and his speech became halting and repetitive, eventually stopping altogether, as smoke came out of the robot's ears. The robot uttered the word "plan" several times before seemingly shutting down. When questioned by the press as to whether he was aware that Rosselló had been a machine all along, Senate President Thomas Rivera Schatz said, "I guess I had some suspicions. He's still better than the previous guy, though". When presented with the same question, Resident Commissioner Jenniffer Gonzalez simply responded, "Yeah, I knew".

UNION WITH CHINA PROPOSED FOR REFERENDUM

A recently formed political organization proposed a new status formula for June's referendum on Puerto Rico's political status: union with the People's Republic of China. The leader of the group "Sino-Boricua Alliance", Juan Sanchez, spoke to the press on Friday, and offered several reasons as to why they believe Puerto Rico becoming part of China makes sense: "Chinese people have been present in Puerto Rico for centuries. Plus, both peoples have a love of eating rice, and uhh, well, China is an emerging superpower and they have a lot of cash". Sanchez, who wore a traditional changshan tunic and Fu Manchu-style moustache during his remarks, added, "We're willing to do whatever it takes to convince China to accept us if the U.S. kicks us out. We can learn karate, wear those pointy straw hats, eat with chopsticks...Puerto Ricans are an adaptable people." Sanchez closed the press conference by performing several botched martial arts moves before falling on the ground holding his leg in pain.

The Sign Of The Lord

Opinion

Tiberiu Dianu

The Divine Sign

One of the most popular festival events in Puerto Rico takes place every year
on August 15 in the municipality of Cayey, about 30 miles south of the capital
city of San Juan: the Matron Festivities of Nuestra Señora de Asunción. The
festivities are celebrated during 10 consecutive days, bringing singers and ba-
nds from around the island. Cayey is relatively close to the southern shores of
Puerto Rico, the southernmost part of the United States.

This year, on the same day, in one of the northernmost largest cities of the Uni-
ted States, the popular Christian feast was observed being accompanied by a
special event. Almighty God has chosen the skies of Chicago to cast his vote for
President.

A “yuge” heavenly Donald Trump - displayed on the Lord’s ceiling - has dem-
onstrated to us that neither the place, nor the day have been chosen randomly.

The Place

Thus, for the Chicago place: God is reminding us of his displeasure for the un-
healthy policies of the former Illinois senator, now president of the United Sta-
tes, Barack Hussein Obama. These policies have targeted constantly the most
blessed country on earth, which the Almighty – still – loves and protects. It is
also a reminder to the (lefty) Chicagoans of their ugly manners and despicable
reception they had prepared in their Windy City for the Republican presidential
candidate. On March 11, they brutally infringed Trump’s constitutional right to
free speech by blocking his rally in the city.

This did not prevent Trump from easily winning the Illinois primary on the fo-
llowing Tuesday, March 15, exactly five months before the Divine Sign. Indeed,
God sees and takes care.

The Time

As for the date, rare are the days of the year loaded with so much religious sig-
nificance and variety of human events as August 15. Let us review some of them.
A few are related to the acute problems that concern the American society of to-
day...

-  the Assumption of Mary,  one of the most important Christian feast days and
holidays; according to some sources,  Mary’s death occurred 11 years after the
death – in 30 A.D. - of her son, Jesus (in 41 A.D.);

- the beginning of the Arab-Byzantine wars (in 636);

- the Second Arab Siege of Constantinople (in 718);

- the foundation stone of Cologne Cathedral, built to house the relics of the
Three Wise Men, is laid (in 1248);

- the end of the Byzantine Empire, as a result of the Ottoman victory in Tre-
bizond (in 1461);

- the Sistine Chapel is consecrated by Pope Sixtus IV (in 1480);

- Paraguay's capital city of Asunción (the Assumption) is founded (in 1537);

- The Battle of Fort Dearborn (now Chicago) is fought between the U.S. troops
and Potawatomi, during the Anglo-American War (in 1812);

- the oldest Roman Catholic cathedral (Our Lady of Peace) in continuous use
in the United States is dedicated in Honolulu, Hawaii (in 1843);

- the Panama Canal opens to traffic (in 1914);

- coincidentally or not, my maternal grandmother, called Maria, is born on the
Assumption Day, also known (in her native Romania) as the Falling Asleep of
the Blessed Virgin Mary (in 1915);

- The Wizard of Oz premieres in Los Angeles (in 1939);

- effective surrender of Japan in World War II (in 1945);

- the birth of stadium rock, with The Beatles playing to 60,000 fans at Shea
Stadium in New York City (in 1965);

- The Woodstock Music & Art Fair opens in upstate New York (in 1969);

- a radio telescope operated by Ohio University, The Big Ear, receives a radio
signal from deep space, named “Wow! Signal” from the notations made on the
project (in 1977).

The Identity

In case anybody still doubts the significance of the Divine Sign, take another
look at the profiles of Earthly Donald and Heavenly Donald. They are…

The Puerto Rico Monitor Endorses Bernie Sanders For President

The Editor

The Democratic Party Presidential nomination caucuses in Puerto Rico take
place on June 5th. While residents of Puerto Rico can't vote in the Presidential
election, they can at least have a say in who gets to be the nominee for each of
the two major parties. Those Puerto Ricans who are planning on voting in the
Democratic primary would do well to use that voice to tell the Democrats that
Bernie Sanders needs to be their nominee.

Senator Sanders is the only candidate who is calling for real help for Puerto Rico
as it goes through its devastating financial crisis,and is also the only one who has
committed to really following through on the desires of the Puerto Rican people
regarding the island's relationship with the U.S., whether that turns out to be state-
hood or independence. He is also for instituting common-sense government pro-
grams that nearly every other industrialized country already has: universal health
care and free access to state colleges.

Unlike his primary opponent Hillary Clinton, Bernie Sanders is not owned by the
financial industry, and does not take their money. Also unlike Clinton, he is agai-
nst involving the US (and Puerto Rico) in more unnecessary wars. Senator Sand-
ers is the only candidate that makes sense, both for the mainland and for its lar-
gest colony. A vote for Sanders can spare us the insanity and instability of Donald
Trump and the calculating corruption of Hillary Clinton. He is truly a people's can-
didate who stands up for the little guy and the working class. His career in Congress
more than proves that.

“When people are suffering and hurting, you don’t continue to squeeze
them. We cannot allow Puerto Rico’s budget to be balanced on the backs
of the most vulnerable people – working families, veterans, the elderly,
children and the poor. It is not only morally wrong, it is also economically
unsustainable.”   — Bernie Sanders

Finalist Donald Trump vs Semifinalist Hillary Clinton: There is Something Missing Here

Feature

TIBERIU DIANU

After the Indiana primaries, on May 3, 2016,  the Republican contender,
Donald Trump, has secured his “presumptive” party nomination for No-
vember general elections. However, not the same thing can be said about
Hillary Clinton. She, in spite of her ardent desire to compete with Trump
on the same national arena, could have not secured a similar position in
her Democratic party yet.

In other words, the Donald is already a general election finalist (from an
initial group of seventeen candidates), but Hillary is – still – a primary el-
ection semifinalist (from an initial group of… three). Trump has managed
to defeat 16 other Republicans, some of them with pedigree, and some of
them respected party rank-and-file members, like popular governors and
senators. While Hillary, in spite of her “inevitability” aura created by the
press, has managed to defeat only Martin O’Malley, who constantly sco-
red below 5% in all Democratic primaries. She, in her own words, could
not “close the deal” with Bernie Sanders. And still all we keep hearing is
about Trump vs. Clinton in the general elections. Is it just my reasoning or
am I missing something here?

Let us clarify some points. Hillary is not going to secure her party nomin-
ation anytime soon. First, Sanders keeps winning states (the last ones, West
Virginia on May 10, and Oregon on May 17), or breaks even (like in Ken-
tucky on the same May 17). He has already created a movement and, for su-
re, he wants to stick around for the July 25 Democratic Convention in Phila-
delphia. It will be interesting to see if this trend holds in the following – pre-
California (June 7) -- weeks, at the party elections in Washington (May 24),
Virgin Islands and Puerto Rico (June 4 and 5). Second, the ongoing FBI in-
vestigation of Clinton’s e-mails is still a powerful factor (some call it “a wild
card”). FBI recent interviews include Clinton’s long-time aide Huma Abedin,
and the Romanian notorious hacker Marcel Lazar, aka Guccifer, extradited in
April from Romania to the U.S.

Therefore, until there is a clear Democratic Party challenger, Trump’s disco-
urse should focus on his policies for the country and restrain from personal
attacks against Hillary. She is not even worth of such attention. She is just a
semifinalist. When she earns the honor of being a finalist, then she is entitled
to ‘personal attacks” against her challenger. I just cannot envision, like in any
sports or competition of any kind, why a loud-mouthed semifinalist like Hill-
ary is given the right to skip stages and, at least on the discourse level, offe-
red the free ride of “competing” for a tournament which she has not qualified
herself in yet.

Puerto Rico News Digest For April 1, 2016

ZIKA KILLS HUNDREDS IN PUERTO RICO

The zika virus, until now thought to only be dangerous to pregnant women,
but mild or even symptomless for most people, has suddenly taken a turn for
the worse, as up to 500 people have seemingly died due to complications from
the virus over the last week. Large numbers of unusual deaths were reported
starting about eight days ago, all across Puerto Rico. The only common thread
among the  otherwise unexplained deaths was that all of the victims had recently
tested positive for the Zika virus, which indicates that the virus may have recent-
ly mutated. "This is definitely a game-changer", said PR Health Secretary Ana
Rius. "Experts from the CDC [Centers for Disease Control] are on their way to
the island right now to investigate. We encourage all residents not to panic, but
to please stay indoors 24 hours a day, without exception. We have also discove-
red that certain invididuals with Zika who rubbed their bellies while simultane-
ously drinking an Old Colony pineapple soda were able to avoid being killed
by the virus." After concluding her remarks, Rius promptly ran outside and
threw herself onto highway traffic, being struck by several cars. She was de-
clared dead at the scene.

GARCIA PADILLA ENDORSES TRUMP FOR PRESIDENT

In a surprise announcement this morning, Puerto Rico Governor Alejandro
Garcia Padilla endorsed controversial Republican Presidential candidate Do-
nald Trump. During a press conference at La Fortaleza, Garcia Padilla stated
to shocked members of the press that he believes a Donald Trump presidency
would be best for the United states, and therefore for Puerto Rico. "Este queee,
ay zink that Mister Tromp is best deelmaiker in da werld and he can help os ne-
gochiate da debt. Plos, he has lots of moni and can meybee help os out wif a
loan or somsink", declared the governor to the bewildered reporters. "Plos,
dose steaks of hiz are pritti delichous."

PEDRO PIERLUISI: 'FUCK STATEHOOD'

Puerto Rico's sole non-voting congressional representative, Resident Commi-
ssioner and NPP gubernatorial candidate Pedro Pierluisi, expressed disillusi-
onment towards his long-held ideal of Puerto Rican statehood today during
remarks to The Puerto Rico Monitor. "Look, let's just be honest here, okay?",
said the tired-looking Pierluisi, immediately before taking a long drag from
a cigarrette and then slowly exhaling the smoke upward, a bitter look on his
face. "This statehood shit's not going to happen. It's just not. It never will. I
work in Congress, remember? They're the ones who can make it happen. And
they don't give a shit. You think they care what I think? I can't vote. Most of
the time these people mistake me for the janitor, or the guy delivering lunch."
Pierluisi went on, looking as if he were on the verge of tears, "We're broke,
why would they make us a state now? You know what? Fuck statehood. Jesus.
I've wasted my goddamn life." Having said that, the Resident Commissioner
spat on the ground, turned around and walked away.

Letter To The Editor

We the people are fed up with the lies and deceit of the greedy
politicians who think more of themselves than the people they
represent.  They are a group of self-righteous individuals who
capitalize on every opportunity to benefit themselves.  Our voice
is being heard loud and clear.  Politicians, you will mistreat us no
more.  We will elect a person who is not a politician and cannot be
bought.  One who is on a mission to take this country back and res-
tore the greatness that it once had.  We will elect a one Donald J.
Trump.  And so it shall be.

CARRAIZO RATIONING COULD END SOON

After several days of moderate to heavy rain, first from Tropical Storm
Erika, and then from a tropical wave which affected the island yesterday,
water levels at Carraízo and La Plata reservoirs have seen significant gains.
Carraízo has gone up by 20 centimeters overnight, with today's level stand-
ing at 37.17 meters. AAA/PRASA, Puerto Rico's water utility, has indicated
that if Carraízo's  level reaches 41 meters, water rationing for its area would
likely end. La Plata, however, would need to reach 51 meters to get to its op-
timal level; it currently sits at  36.65 meters. Yesterday's tropical wave left
up to 4 inches of rain on parts of Puerto Rico.

PRASA DEBT PAYMENT EXTENDED

From The San Juan Daily Star:

La Fortaleza Chief of Staff Víctor Suárez said Banco Popular agreed to ex-
tend to Sept. 15 a $90 million payment owed by the Puerto Rico Aqueduct
and Sewer Authority (PRASA) that was due Monday. However, he could
not say when PRASA will go to the market with a $750 million bond issue
it will use in part to pay the line of credit with Banco Popular. “When con-
ditions are ripe, we will go,” he said. STAR sources, however, say that Bank
of America Merrill Lynch will probably cancel the bond issue altogether.
Meanwhile, Suárez refused to reveal whether multinational companies will
assume a greater burden as part of the five-year fiscal adjustment plan, whose
presentation was pushed back to Sept. 8.

FL SENATOR MARCO RUBIO TO VISIT PR

From Caribbean Business:

Republican presidential hopeful Marco Rubio is scheduled to visit Puerto Rico
this week, his staff said Tuesday. Spokeswoman Olivia Perez-Cubas told The
Associated Press that the Florida senator will meet with supporters on Friday
in San Juan. Rubio's one-day visit will coincide with that of Democrat Hillary
Clinton.  He is scheduled to attend a fundraiser before the rally.

TRUMP GOLF COURSE TO BE AUCTIONED

U.S. Bankruptcy Judge Enrique S. Lamoutte-Inclan signed off Monday an
order approving the auction of the Trump International Golf Course in Río
Grande. Bidding will start at $2 million in November, with a final sale hear-
ing slated for December, court documents showed. The property, also known
as Coco Beach Golf & Country Club, filed for Chapter bankruptcy protection

COP ARRESTED FOR HUMAN TRAFFICKING

From Fox News Latino:

An officer of the San Juan Municipal Police was arrested by U.S. federal
authorities on charges of human trafficking for her attempt to bring a Do-
minican citizen from the island of Antigua into Puerto Rican territory ille-
gally. The U.S. attorney in San Juan, Rosa Emilia Rodriguez, said Tues-
day in a statement that police officer Luz Zoraida Rojas was arrested on
Aug. 28 after paying $1,000 to an undercover cop - who pretended to be
an immigration official - for trying to introduce a Dominican male from
Antigua into Puerto Rico.
